There are many factors that are responsible for a declining performance of a computer.
When the user surfs the internet the temporary internet folder gets files with the temporary internet files which are used in the browsing.
These files also ensure that if they are required in the future then they would not be downloaded again from the internet and will be used from the temporary internet folder only.
As the number of files being collected into the folder increases, it takes a lot more amount of memory to process them and little amount of memory is left for other applications.

It scans the registry for any corrupt keys and fixes them by either repairing or deleting them.
