- 1). Cut the elastic to fit the child's waist. Do this by measuring the child's waist and cutting the elastic to that size.
- 2). Sew the ends of the elastic together using your needle and thread. You can also use a sewing machine to breeze through this step as well. - 3). Cut strips of tulle from the 4 to 6 yards you acquired. You can choose to cut in 2-inch strips or cut a variety of sizes for a different look.
- 4). Tie each strip of tulle around the elastic. Repeat this step all the way around the elastic. Be sure to create every knot on the same side of the elastic so that there aren't random bumps and bunches in the top of the tutu.
