  The Health Insurance Portability and Accountability Act (HIPAA) became law in 1996. According to the U.S. Department of Health & Human Services, HIPAA provides federal protection for personal health information held by covered entities, such as health care facilities, insurance companies and pharmacies, and gives patients certain rights with respect to that information.
