• 1). Locate the nearest licensing agency near you by visiting the Pennsylvania Fish and Boat Commission website. There are approximately 1,000 licensing agencies in the state of Pennsylvania, so you shouldn't have trouble finding one near you.
  
  
• 2). Contact the agency by telephone at the number listed. Inquire about the operating hours and the current fee. The annual fee for a Pennsylvania fishing varies depending on your age and residency status. Military personnel, senior citizens and prisoners of war are eligible for a discount.
  
  
• 3). Visit the licensing agency. Provide the agent with your ID and pay the required state fee. Display your fishing license on your body, such as on your shirt or hat, while fishing.
